## Studying in Finland from India: 9 things to know

Finland suits Indian students who want a long job search after graduating: English-taught degrees cost about €9,000–20,000 a year, and graduates get a 2-year permit to look for work, with free work.

1. **Apply on Studyinfo, by joint or separate application.** Joint application for English-taught programmes starting autumn 2027: **7–21 January 2027** (up to 6 programmes on one form). Many universities run their own separate rounds (e.g. Aalto master's 7 Dec 2026 – 5 Jan 2027). Only **one study place per term** can be accepted.
2. **€100 application fee** (since 1 Jan 2025) for non-EU/EEA applicants. One payment covers every application for the same start term. Pay within **7 days**, or the application is not processed. Never refunded.
3. **Tuition: about €9,000–20,000 a year** for English-taught degrees. Master's examples: Aalto €15,000–20,000, Helsinki €13,000–18,000, LUT €15,000, Tampere €12,000, Oulu €8,500–14,000, Turku/UEF €10,000–12,000. By law, fees for students starting from **1 August 2026** must at least cover the cost of the education. Finnish- or Swedish-taught programmes and doctorates are free. **No Finnish government scholarships**; in year 1 most universities give only an early-bird discount.
4. **3-year bachelor's: usually accepted for university master's** (180 ECTS / 3 years at Aalto, Tampere, Oulu, Turku, UEF; no length rule at Helsinki, LUT). **UAS master's require 2 years of work experience** after the bachelor's; only full-time, on-campus ones qualify.
5. **Funds: €800 a month = €9,600 for the year**, in the student's **own** account with 6 months of statements, **plus the first year's tuition** if not yet paid. Sponsorship agreements are not accepted.
6. **Residence permit: €600 online**, applied for from India before travel; biometrics at **VFS Global, New Delhi**. In 2026, 82% of first student permits were decided within 30 days; a D visa lets the student fly in as soon as the permit is granted.
7. **Work: 30 hours a week on average** (1,560 hours a year), full-time in holidays.
8. **After graduating: a 2-year permit to look for work**, with free work. From 8 Jan 2026, a Finnish master's plus A2 Finnish/Swedish opens a **permanent-residence path with no minimum stay** (a job or other ground is still needed).
9. **One study place at a time (from 2027 starts):** accepting a Finnish study place ends your other Finnish study rights at the same or lower level, so accepting a later offer cancels the earlier place.

## How do Finnish universities and master’s degrees work?

Finland has 13 research universities and 22 universities of applied sciences (UAS). A university master’s takes 2 years and a UAS master’s 1–1.5 years; English-taught programmes charge fees, Finnish- or Swedish-taught ones are free.

- **Types:** 13 universities (research-based; bachelor's, master's, doctorates) and 22 universities of applied sciences (UAS: practical, industry-linked). 600+ English-taught bachelor's and master's programmes.
- **Degrees:** bachelor's 3 years (university) or 3.5–4.5 years (UAS); master's 2 years (university) or 1–1.5 years (UAS master's, YAMK).
- **Courses that do not lead to a study permit:** studies that are mainly online or distance and do not need a stay in Finland; open-university and other non-degree studies (only on special grounds); a Finnish language course on its own. The post-study permit needs a completed Finnish degree.
- **UAS master's: full-time, on-campus only.** Master's built for working people (evenings, weekends, alongside a job) or for distance or virtual study do not qualify. Haaga-Helia lists its master's only as part-time or virtual. Whether Migri would grant a permit for such a programme is decided case by case: **confirm with Migri before applying**.
- **Grading:** 1–5 scale (0 = fail); resits allowed (Oulu: two chances, highest grade counts).
- **Admission:** selection by each programme (entrance exams, SAT/GMAT or interviews in some); not admitted = waiting list. The joint application allows 6 choices; separate applications are unlimited.
- **One study right rule:** from 2027 starts, accepting a Finnish study place ends your other Finnish study rights at the same or lower level.
- **Language:** English-taught programmes charge fees; Finnish- or Swedish-taught ones are free. Most jobs need Finnish or Swedish.
- **Intakes:** autumn (August/September) is the main start; a few programmes start in January.

## Can I apply with an Indian degree, and is a 3-year bachelor’s accepted?

Usually yes: Aalto, Tampere, Oulu, Turku and UEF accept 180 ECTS / 3 years, and Helsinki and LUT set no length rule. UAS master’s also require 2 years of relevant work experience after the bachelor’s.

- **Master's (information only):** a recognised bachelor's that gives master's eligibility in India. 180 ECTS / 3 years full-time at Aalto, Tampere, Oulu, Turku and UEF. **Higher National Diplomas (Turku, UEF) and postgraduate diplomas (Turku) do not count** as a bachelor's. UAS master's: plus 2 years of relevant work experience after the bachelor's.
- **Marks:** no university publishes a minimum percentage or conversion for Indian degrees; programmes judge the record. Backlogs: no rule found (Oulu wants every attempt shown).
- **Final-year students:** admission can be conditional. Final degree proof between 15 July and end of August, by university. Late documents cancel the offer.
- **Documents:** degree certificate from the **main university** (affiliated-college certificates are refused everywhere checked). Official consolidated transcript attested by the Controller of Examinations or Registrar, in an envelope sealed with the office's stamp across the back flap (a generic "sealed" stamp is refused); Some want it sent directly by the institution. Aalto accepts Truecopy e-documents. No pre-assessment and no apostille at the application stage.
- **English:** IELTS 6.5 with 6.0 in each part (Aalto: writing 6.0); TOEFL iBT new scale 4.5 (4.0 per part); PTE 68 (writing 61). **An English-taught Indian degree is accepted instead of a test by Helsinki, Tampere, Oulu, Turku and UEF; not by Aalto.** English must be shown on the documents; online degrees are refused at Oulu and UEF.
- **Bachelor's from Class XII:** a school certificate that qualifies for higher education in India (CBSE, ISC and state boards are named); some use SAT.

## How do I apply to a Finnish university?

You apply on Studyinfo, in the joint application (7–21 January 2027, up to 6 programmes) or a university’s separate round, and pay the €100 fee within 7 days. You can accept only one study place per term.

- **Studyinfo** for joint applications; separate applications through Studyinfo or the university's own page.
- **€100 fee** per start term, by card or mobile pay within 7 days; anyone can pay it.
- **Example (Aalto, autumn 2027):** apply 7 Dec – 5 Jan; documents by 12 Jan; results 30 Mar; accept by 21 Apr. Tampere master's: 14 Dec – 7 Jan. Oulu, Turku, Jyväskylä, UEF: joint application 7–21 Jan.
- **Usual extras:** motivation letter; CV, references or an interview in some programmes.
- **Scholarships** are usually applied for together with admission.
- **Agents:** not needed; using one gives no advantage in selection. EDUFI recommends applying for the residence permit yourself.
- **Starting later:** deferral in the first year is allowed only for illness, parental leave or Finnish military service.

## How much does it cost, and how much money must I show?

English-taught degrees cost about €9,000–20,000 a year, paid once a year after accepting. You must show €9,600 for the year in your own account, with 6 months of statements, plus the first year’s tuition if not yet paid.

- **Tuition:** paid once a year after accepting; you cannot enrol until it is paid.
- **Fee liability rules (since 1 Dec 2024):** a student whose first Finnish permit was for studies stays liable for fees later, and so do family members who came with a student.
- **Cost-based fees (law since 1 August 2026):** for students starting on or after 1 Aug 2026, the fee must at least cover the cost of arranging the education, including scholarships paid to fee-paying students (Universities Act s. 10). Each university sets its own fee, waivers and refund rules.
- **Refunds:** not required by law; each university decides. Some refund if the permit is refused (Aalto, Helsinki, Oulu).
- **Scholarships:** Aalto Excellence (full tuition); Helsinki 50% or 100% waivers; LUT €5,000 early bird. **No first-year scholarship** at Turku, Jyväskylä or UEF, only an early bird (Turku €2,000 within 28 days; Jyväskylä €1,500, accept within 14 days; UEF 30%); Tampere €2,000 early bird, no 100% scholarships.
- **Proof of funds:** €9,600 (or €800 per month for shorter studies) in your own account; living-cost grants count. Money from parents may need proof of its origin. Whether an education loan counts is not stated by Migri: **confirm with Migri before applying**.
- **Living costs:** €900–1,200 a month (Turku: €800–1,000). Student housing room €200–380. Student union about €50–70 a year; Kela student healthcare fee **€35.35 per term** (2026), paid without a bill.
- Foreign students normally get no Finnish student financial aid.

## How do I get a Finnish student visa from India?

You apply for a residence permit for studies in Enter Finland before arrival (€600 online), then give your passport and fingerprints at VFS Global in New Delhi. Students are handled as urgent, usually in 30 days or less.

- **Residence permit for studies** (A permit for degree students), applied for in **Enter Finland** before arrival: €600 online (paper €750). Not refunded if refused.
- **Identity check** with passport and fingerprints after applying, by appointment at the **VFS Global Finland Application Centre, New Delhi** (Connaught Place), as the Embassy of Finland directs; any VFS service fee is extra. The card is delivered to the same place.
- **Appendices:** study place, health insurance, funds, tuition proof, passport and photo; translations into Finnish, Swedish or English by an authorised translator. No language certificate is listed.
- **Insurance:** private cover for medical and drug costs, excess at most €300, valid without a break (not travel insurance). Studies under 2 years: medical cover up to €120,000; 2 years or more: drug cover up to €40,000.
- **Processing:** students are handled as urgent; usually 30 days or less, otherwise about 90 days. The card is delivered to the mission; with a **D visa** you can travel straight away and collect the card in Finland.
- **A tourist visa cannot be used** to come and apply in Finland. **Refusal:** appeal to an Administrative Court.
- **Family:** a spouse, registered partner and children under 18 can come. Funds for the first year (Helsinki area): spouse **€610 a month**, first child €610, second €480, more €360; elsewhere 10–15% less. The student's next tuition must also be covered. Family members have an **unrestricted right to work**. Missions prioritise students, so families may arrive later. **Proposed (not law):** family amounts to be set by Government decree, with increases expected.

## When should I start preparing?

Start about 12 months before an autumn intake: shortlist and order sealed transcripts from September to November, apply between October and January, and apply for the residence permit from April to July.

| When | Step |
|---|---|
| Sep–Nov (12–10 months before) | Shortlist; check degree and work-experience rules, fees and waivers. English test. Order sealed transcripts from the main university. |
| Oct–Jan | Separate and rolling rounds (e.g. Aalto 7 Dec – 5 Jan; Tampere 14 Dec – 7 Jan; LUT from 1 Oct). Apply for scholarships with the application. |
| 7–21 January | Joint application; pay the €100 fee within 7 days. |
| Mar–Apr | Results (Aalto 30 Mar; Turku end Mar/early Apr); accept one place (Aalto by 21 Apr). |
| Apr–Jun | Pay or set aside first-year tuition; €9,600 in your own account; buy compliant insurance; apply for housing. |
| Apr–Jul | Residence permit in Enter Finland (€600); identity check; D visa if travelling within 2 weeks of the decision. |
| 31 May – end Aug | Sealed transcripts and certified copies by 31 May (Tampere, UEF); final degree proof (15 Jul – end Aug). |
| On arrival | Register at the university as attending (fee paid, student union fee); DVV visit within 1 month of the online form; tax card; Kela healthcare fee; orientation. Oulu: be on campus by 30 Sep. |

## Can I work while studying, and what happens on arrival?

You can work 30 hours a week on average; internships and thesis work in your degree are not counted. Within 1 month of DVV’s online form you register in person, and get the identity code needed for a bank account and salary.

- **Registration:** DVV online form, then a visit in person **within 1 month** with passport, permit card and proof of studies. Free. The identity code is needed for a bank account, the tax card and salary.
- **Enrolment:** accept in Studyinfo, pay the first-year fee, then register as attending (student union fee) by the deadline.
- **Housing:** apply to student housing foundations (SOA list) as soon as admitted (Turku: about 3 months before the lease starts); demand exceeds supply in larger cities and family housing is scarce. Written lease; deposit usually 2 months' rent (max 3); credit checks are common.
- **Housing scams:** the Police warn of rentals that do not exist, pressure to pay fast and prices that are too low. Send no money unless sure the place is real; if sent, call your bank and report to the police.
- **Health:** private insurance for the permit; FSHS for degree students; public health care with a municipality of residence.
- **Work:** 30 hours a week on average; internships and thesis work in the degree are not counted. No statutory minimum wage (collective agreements set pay). A stay over 6 months makes you taxable in Finland.
- **Keep the permit:** at least **45 credits a year** for an extension; extend before expiry. Changing university at the same level needs no new permit. If you are not studying, the permit may be withdrawn.
- **Travel:** Schengen travel up to 90 days in any 180 with passport and card.
- **Emergency:** 112.

## Can I stay and work in Finland after graduating?

Yes: graduates can get a permit to look for work for up to 2 years, usable in up to 3 parts, with unrestricted work. From 8 Jan 2026, a Finnish master’s plus A2 Finnish or Swedish opens a permanent-residence path.

- **Permit to look for work:** up to **2 years**, usable in up to 3 parts; unrestricted work; apply within 5 years of the study permit's expiry. Fee €750 first / €230 extended (online).
- **With a job:** "degree completed in Finland" work permit (no salary floor stated). Specialist / EU Blue Card: **€3,937 a month** (2026).
- **Permanent residence (from 8 Jan 2026):** HE-degree path for a Finnish master's (university or UAS) or university bachelor's, plus Finnish/Swedish at A2, with no minimum stay; other paths need 4–6 years. Study itself cannot be the ground for PR, and study years count only if the degree is completed.
- **Citizenship:** 8 years' residence; a civic-knowledge test from 1 Mar 2027. Finland accepts multiple citizenship, but Indian citizenship ends on taking another citizenship.
- **Back in India:** AIU equivalence (online).

## Common mistakes Indian students make

The costliest mistakes: missing the 7-day deadline for the €100 application fee, showing a sponsor’s money or a loan instead of €9,600 in your own account, and forgetting first-year tuition on top of the living funds.

1. Missing the 7-day deadline for the €100 application fee.
2. Showing a sponsor's money or a loan instead of €9,600 in your own account with 6 months' history.
3. Forgetting first-year tuition on top of the living funds.
4. An affiliated-college degree certificate, or transcripts in an unsealed or generically stamped envelope.
5. A UAS master's without 2 years' work experience, or one built for working people or for distance study.
6. Assuming an Indian English-medium degree waives IELTS everywhere.
7. Travel insurance or an excess above €300.
8. Booking flights before the permit decision.
9. Accepting two study places for the same term, or accepting a new place without knowing it ends your other Finnish study rights.
10. Late housing search; expecting the family to arrive at the same time.
11. Falling under 45 credits a year, or a gap between permits.
12. Missing an early-bird window (14 days at Jyväskylä) or paying a deposit to an unverified private landlord.
