Page: https://uniferedu.com/study-in/italy ## In short - **€300** a year at Sapienza with family income only in India; each public university sets its own fee (Bologna €1,200, Polimi up to €3,943) - **9–12** months to look for a job after graduating (job-search permit) - **20 hours** a week of work while studying, at most 1,040 hours a year, as an employee - **Yes** spouse and children can come with a nulla osta, enough income and suitable housing; the spouse’s permit allows work ## What changed recently - 22 May 2026: renew the residence permit 90 days before it expires (many pages still say 60). - 2026/27 and 2027/28: visa funds are €10,179.85 a year; older pages still show about €7,000. - 2027/28: the national visa cut-off is 31 Oct 2027 (30 Nov in 2026). ## Studying in Italy from India: 8 things to know Italy suits Indian students who want very low public fees and time to find a job: Sapienza charges €300 a year with family income only in India, and graduates can get a 9–12-month job-search permit. 1. **Two steps: admission by the university, then Universitaly pre-enrolment.** Only a pre-enrolment **validated** by the university can be used for the D study visa. The student must then enrol at that same university and programme, or risk losing the visa and permit. 2. **Degree papers are a visa requirement.** The visa needs the final degree plus either **CIMEA statements of comparability and verification** or a **Dichiarazione di Valore (DoV)** confirming authenticity. VFS does not accept a study visa application without one of them. For the DoV, Indian certificates need **HRD attestation (not SDM) plus an MEA apostille**. 3. **No national rule on 3-year degrees; each university decides.** The national rule asks only for a bachelor's that allows a master's in India. Politecnico di Milano wants a **4-year** Indian bachelor's (a 3-year B.Sc. only if Honours) and **70/100**; others assess case by case. 4. **Public fees for Indian students are set by each university and are low.** Examples for 2026/27 with family income only in India: **Sapienza €300 a year, Pisa €580, Bologna €1,200 (master's), Tor Vergata €1,000 (most courses), Padua €2,790–2,990, Polimi up to €3,943**. A regional tax plus stamp duty of about €156–208 comes on top. Private universities charge more. Fees vary by university and family income: check the course's own fee. 5. **Visa funds: €10,179.85 a year** (2026/27 and 2027/28). Older pages still show about €7,000. An **education loan counts only if deposited and visible on the bank statements**; otherwise case by case. 6. **Residence permit (permesso di soggiorno) within 8 working days of arrival.** The kit goes through the post office (about €116). The card takes about 3–4 months; the post-office receipt proves legal stay. 7. **Work: 20 hours a week, max 1,040 hours a year**, as an employee. 8. **After graduating: a 9–12-month job-search permit** (art. 39-bis.1), also open to master universitario graduates. A study permit can be converted to a work permit outside the quotas before it expires. ## How do Italian universities and master’s degrees work? An Italian master’s (Laurea Magistrale) takes 2 years (120 CFU). A master universitario is the university’s own qualification, not a Laurea Magistrale, but it still qualifies for the study visa and the job-search permit. - **Types:** universities and polytechnics, special-charter schools, and AFAM institutions (art, music, dance). Public and private ("non-state") universities both exist. - **Degrees:** Laurea (bachelor's, 3 years, 180 CFU) · **Laurea Magistrale (master's, 2 years, 120 CFU)** · PhD (3+ years). Single-cycle degrees (medicine, law, architecture…) take 5–6 years from school. 1 CFU = 1 ECTS. - **Master universitario di I / II livello:** the university's own qualification, a continuing-education master of at least 1 year, after a Laurea or a Laurea Magistrale. It is **not a Laurea Magistrale and gives no PhD access in Italy**, but it qualifies for pre-enrolment, the study visa and the job-search permit. - **Admission:** *accesso libero* (open, with a check of requirements) or *accesso programmato* (fixed places). Universities set separate quotas for non-EU visa students (Pisa: 4,500 places). - **Language:** many master's are taught in Italian; check that the whole programme is in English. Italian-taught programmes need **Italian B2** (CILS, CELI, PLIDA, CERT.IT). Polimi asks every master's student to prove Italian **to graduate** (free course offered). - **Intake:** one main start in September/October. - **Grades:** exams out of 30, final degree out of 110 ("110 e lode"). It depends on the university: there is no national rule on 3-year degrees. Politecnico di Milano wants a 4-year Indian bachelor’s (a 3-year B.Sc. only if Honours) and 70/100; others assess case by case. - **Master's:** a bachelor's that gives master's access in India. Each university checks the subjects, then formally evaluates the degree at enrolment. Rules on 3-year vs 4-year degrees and minimum grades are set per university (Polimi: 4-year, or a 3-year Honours B.Sc., and 70/100). - **DoV:** from the Italian Embassy (New Delhi) or the Consulates (Mumbai, Kolkata), filed at VFS or through Uni-Italia. It is **free for study**. Documents: originals with HRD attestation and apostille (DigiLocker Class 12 with apostille accepted), transcripts, the Class 12 and bachelor's certificates, the institution's status (state, private or autonomous), the grading system, the acceptance letter and the Universitaly summary. Names must match the passport; **affidavits are not accepted** (a Tehsildar certificate is). - **CIMEA:** statements are requested only by the student, online on CIMEA-Diplome. Agents are prohibited, and fake CIMEA certificates have been reported. Comparability + verification: **€300** (one CIMEA page shows €250: **confirm the fee before applying**); **60 working days** (comparability in 30 working days for +€100; verification can take longer). At most 800 requests are accepted a week. - **English:** set by each programme. Polimi accepts a medium-of-instruction letter in place of a test. The embassy may ask for a **B2 certificate** in the programme's language. - **Bachelor's from Class XII:** 12 years of schooling are needed (Class XII qualifies). The national list of foreign qualifications has no India entry. If the home system requires an aptitude exam for university, proof of passing it is needed; whether JEE/NEET/CUET count is unconfirmed. **3-year degree rule by university** (26 universities, checked 17 Oct 2026; each university's own pages). "Case by case" means the university assesses the subjects and credits with no fixed length rule. Every university that names India rejects a 3-year Pass/General degree on its own. A master universitario di II livello needs a second-cycle degree wherever it is stated. You apply on the university’s own portal, then complete the free Universitaly pre-enrolment after admission. Only a pre-enrolment validated by the university can be used for the D study visa. - **University application** on the university's portal. Example, Polimi (Sept 2027 start): Engineering calls **1 Oct–1 Dec 2026 (€50)** and **12 Jan–25 Feb 2027 (€150)**; results by end of May. - **Universitaly pre-enrolment** after admission (the only, free route): choose the university, programme and visa mission. The university validates it; the visa needs an **unconditional** validation (August is slow). Validations stop once a university reaches its places plus 20%. - **National visa cut-off:** application lodged **by 30 Nov 2026** (2027/28: **31 Oct 2027**) for bachelor's and master's degrees; universities may set earlier dates (Pisa 2026/27: pre-enrolment by 30 Sep, visa issued by 30 Nov). No fixed cut-off for a master universitario or PhD, but not after classes start. - **Final-year students** can pre-enrol and apply for the visa with an officially issued provisional certificate (HRD-attested and apostilled). - **Enrolment in Italy:** pay the first instalment and show the original documents at an appointment. Each university sets low public fees (Sapienza €300 a year, Bologna €1,200 for a master’s, Polimi up to €3,943), plus about €156–208 in regional tax and stamp duty. For the visa you show €10,179.85 a year. - **Fees:** with family income only abroad, either a **flat fee by country** (Sapienza, Pisa, Bologna, Tor Vergata) or a fee based on an **ISEE parificato** (an income certificate built from Indian documents). Polimi charges non-EU master's students with a foreign degree the maximum unless they hold a scholarship. Not declaring foreign income on time means the maximum fee. - **Other compulsory charges:** a regional tax (€140 in Emilia-Romagna, Tuscany and Lazio; €192 in Veneto) and a €16 stamp. - **Proof of funds:** **€10,179.85 a year**, from the student or family (relatives up to the 4th degree), or a recognised scholarship or guarantee. Documents: **6 months' bank statements** stamped by the branch, source of income (**ITR for 2 years**, family income certificate). An **education loan counts only if disbursed into the account shown**; otherwise case by case. - **DSU regional scholarships** (by income and merit; open to Indian students). Example, ER.GO (Emilia-Romagna) 2026/27: ISEE ≤ €25,000, ISPE ≤ €50,000, deadline **24 Aug**; winners get **full fee exemption**. You apply for the national D study visa at VFS with a validated Universitaly pre-enrolment and CIMEA statements or a DoV. The fee is €50 (INR 5,510) plus INR 649 to VFS; processing takes 90 working days. - **National D visa "study / university enrolment"**, applied through **VFS** (New Delhi; Mumbai, Kolkata and Bangalore consulates) in the country lived in for the last 6 months. Using VFS is optional. **Fee €50 (INR 5,510) + VFS charge INR 649**; not refunded on refusal. Issued for 365 days, multiple entry. - **Documents:** form, photo, passport (issued within 10 years, valid 3 months beyond the visa), admission letter and 2 copies of the Universitaly summary, proof the enrolment fee was paid, degree and transcripts HED-attested and apostilled + CIMEA statements or DoV, **€10,179.85 funds proof**, accommodation for at least 30 days, health insurance, flight reservation, **B2 English certificate or a medium-of-instruction letter**; a 1-page covering letter is recommended. No medical or police certificate is listed. Book with your own email and phone. - **Processing:** **90 working days** (VFS); apply 15–180 working days before departure. Status is tracked on VFS. - **A tourist visa cannot be used to enrol** or to get a study permit. - **Refusal:** reapply, or appeal to **TAR Lazio** through a lawyer **within 60 days**. - **Family:** a study-permit holder may bring a spouse and children with a **nulla osta**, income of at least the social allowance plus half per family member, and housing certified suitable. A spouse **reunification** request needs **2 years' legal stay** first; entry **together with the student ("al seguito")** is applied for at the same time as the student's visa, but whether the 2-year rule applies to it is unconfirmed: **confirm with the Embassy before applying.** The spouse's family permit **allows work**. Voluntary SSN does not cover dependants. You can work 20 hours a week, at most 1,040 hours a year, as an employee. Within 8 working days of arrival you apply for your residence permit (permesso di soggiorno) at the post office. - **Permit:** €16 stamp + €30 postage + €70.46 card. Documents: passport and visa, enrolment certificate, insurance, funds, **a registered lease**. Renewal is yearly and needs **1 exam in year 1, then 2 exams a year**; at most 3 years beyond the course length. Apply **90 days before expiry** (since 22 May 2026; many pages still say 60). - **Codice fiscale** (tax code) is needed for rent, bank, SIM and SSN. It can be obtained at the Italian consulate before leaving, from the Questura with the permit, or at a Revenue Agency office by appointment; some universities offer it beforehand. - **Health:** SSN €700 covers only the student (calendar year; family from €2,000). Private cover for renewal must have no ceiling for emergency hospital care. - **Work:** 20 hours a week / 1,040 a year, employee only. - **Changing course** is fine if the exam rule is met; **withdrawing and re-enrolling needs a new visa**. - **Travel home:** with a valid permit, or the expired permit plus the renewal receipt; do not transit other Schengen countries on a receipt. - **Emergency:** 112; ambulance 118.
