What changed recently
- 1 Jan 2026: master’s and PhD students at public institutions no longer need a PAL.
- 1 Apr 2026: no co-op work permit needed.
- 30 May 2026: Ontario’s Masters Graduate stream closed.
- From 1 Sep 2026: living-costs funds are CAD 23,448 a year (one person, outside Quebec).
Studying in Canada from India: 8 things to know
Canada gives a 3-year post-graduation work permit after any master’s of 8+ months, but places are scarce: up to 408,000 study permits in 2026, and U of T and Waterloo want a 4-year bachelor’s.
- No PAL for master's/PhD at public institutions (since 1 Jan 2026). PG certificates, diplomas, bachelor's and private-institution programmes still need a provincial attestation letter (PAL), got through the school. Quebec needs a CAQ instead.
- School must be a DLI (designated learning institution). Check the IRCC DLI list, which also flags PGWP-eligible programmes.
- Proof of funds: CAD 23,448/year living costs (one person, outside Quebec, from 1 Sep 2026) plus first-year tuition and travel. GIC optional; bank education loans, scholarships and 6 months of statements count.
- Places are scarce: up to 408,000 study permits in 2026 (155,000 new); provinces got 309,670 PAL spaces (Ontario 104,780). SDS ended 8 Nov 2024 — regular stream only (IRCC showed 7 weeks for India, 14 Oct 2026).
- 3-year Indian bachelor's often not enough: U of T and Waterloo want 4 years (or 3 + a master's); UBC accepts 3 years only with First Class from a NAAC-A institution.
- PGWP language test: CLB 7 (university degrees) / CLB 5 (college) using CELPIP-G, IELTS General Training or PTE Core — not IELTS Academic — under 2 years old.
- PGWP: 3 years after any master's of 8+ months. College programmes must be in a listed shortage field (CIP code); public-private partnership colleges are excluded. One PGWP per lifetime.
- Work: 24 h/week off campus in term, unlimited in breaks and on campus. No co-op permit needed since 1 Apr 2026. Spouse work permit only for master's of 16+ months, PhD or listed professional degrees.
How do Canadian universities and master’s degrees work?
Universities award bachelor’s, master’s and PhDs, while colleges offer diplomas and certificates; education is run by each province. Your school must be a designated learning institution (DLI).
- Types: universities (research degrees: bachelor's, master's, PhD) · colleges/polytechnics (diplomas, certificates, graduate certificates; Ontario colleges now also offer some master's) · vocational and language schools. Education is run by each province.
- Public vs private: the PAL exemption for master's/PhD is for public DLIs only. Programmes taught by a private college under a public college's curriculum (curriculum licensing) started after 15 May 2024 get no PGWP.
- Degree vs non-degree: degree graduates are exempt from the PGWP field-of-study list and need CLB 7; college certificate/diploma graduates must match the list (for study permits applied from 1 Nov 2024) and need CLB 5. No list changes in 2026.
- Admission: no national system; each university sets its minimum (U of T master's: mid-B final-year average) and programmes add more.
- Intakes: September (main), January, May at many universities (UBC). Deadlines are set per programme: November to April for September entry.
- Provinces differ: PAL/CAQ, health cover, minimum wage, provincial PR streams.
- College PG certificates: need a degree or diploma, a PAL, and for a PGWP: an 8+ month programme at a PGWP-eligible DLI, not a licensing-partner campus, a CIP code on IRCC's field list (study permit applied from 1 Nov 2024; list fixed for 2026) and CLB 5. PGWP up to the programme length; no spouse work permit. Get the CIP code from the college before accepting.
- College master's: treat as PAL-exempt only once it appears on IRCC's exempt graduate-programme list.

Can I apply with an Indian degree, and is a 3-year bachelor’s accepted?
Often not: U of T and Waterloo want a 4-year bachelor’s (or 3 years plus a master’s), and UBC accepts a 3-year degree only with First Class from a NAAC-A institution.
- No national pre-check (nothing like Germany's APS). Each institution assesses transcripts. WES/ECA is needed later for Express Entry only for non-Canadian degrees.
- Master's: U of T needs a 4-year bachelor's (BTech, BE, BPharm, MBBS…) or 3-year bachelor's + master's, with 7/10 or First Class (7.5/10 from an IIT). Waterloo: same 4-year rule, First Class or 8/10. UBC: 4-year bachelor's or a master's, First Class (65%) or 8/10; 3-year degree only with First Class and NAAC A.
- Bachelor's from Class XII (U of T): CBSE or ISC; state boards "with excellent results" case by case. Calculus programmes need Class XII Standard Mathematics (not Applied). Needs a PAL.
- GRE/GMAT: mostly not for master's; MBAs want it (McGill: no waivers; Rotman: waivers for CFA II/CPA/PEng) plus 2 years' work.
- English for admission: U of T IELTS Academic 7.0 (6.5 each) or TOEFL iBT 93; UBC IELTS 6.5 (6.0 each), Duolingo 125 from 2027 intakes; both within 24 months. India is not exempt at U of T; UBC may waive for English-medium Indian degrees. Colleges: George Brown postgraduate IELTS 6.5 (6.0 each) and advises Indian applicants to submit IELTS/TOEFL rather than go via conditional ESL.
- IRCC asks for no language test for the study permit — but the student will need CELPIP-G / IELTS GT / PTE Core for the PGWP later.

How do I apply to a Canadian university?
You apply directly through each university’s portal (U of T CAD 135, UBC CAD 168.25); Ontario colleges go through OntarioColleges.ca. Deadlines for September run from November to April.
- Universities: directly through each portal (U of T GradApp CAD 135, no waivers; UBC CAD 168.25). Usual file: transcripts for all study, 2+ references, statement of interest, CV, test scores; certified English translations. Final-year students can apply; offers are conditional on finishing (and on a set average).
- Decisions: U of T mostly in March, by April. MBAs run rounds (Rotman Sep–May) with interviews. U of T allows deferral up to 12 months only with department approval.
- Ontario colleges: OntarioColleges.ca, CAD 150 for up to 5 choices (max 3 per college), or direct (Seneca CAD 90, refunded after enrolment).
- College PAL: after the offer, pay first-semester fees → PAL + LOA in 4–6 business days (Seneca).
- Quebec: CAQ application right after admission, CAD 135, about 25 business days (80% of cases); per-institution application caps until Dec 2027.
- Letters of acceptance are verified by the school with IRCC. A paid-for LOA is fraud.

How much does it cost, and how much money must I show?
International graduate tuition averages about CAD 24,000 a year (StatCan 2026). For the study permit you must show CAD 23,448 a year for living costs, plus first-year tuition and travel.
- Tuition (averages, StatCan 2026): international graduate ~CAD 24,000/year; undergraduate ~CAD 41,700; college diplomas CAD 16,000–25,000. Professional master's can be much higher — check the programme.
- Funds to show: CAD 23,448 (1 person), 29,192 (2), 35,888 (3), +6,318 each further, plus first-year tuition and return travel (outside Quebec). Quebec sets its own amount.
- Rent: room CAD 400–800/month; apartment CAD 900–2,000; Toronto/Vancouver up to CAD 3,000 (CMHC 2025 average 2-bed: Toronto 2,034, Vancouver 2,363). First + last month upfront plus a deposit.
- Other fees: UBC student fees ~CAD 1,600/year (transit pass, health plan) + CAD 237 i-Med once. Private: UCW MBA CAD 46,095 (2026), deposit 8,800. IRCC fees are non-refundable.
- Refund on visa refusal: per institution (Seneca: minus CAD 100).
- Scholarships: mostly from universities (thesis-based programmes); Canadian government schemes don't target India.

How do I get a Canadian study permit from India?
You apply online for a study permit (CAD 150 plus CAD 85 biometrics) with your letter of acceptance, PAL or CAQ if needed, proof of funds and a medical exam. IRCC showed 7 weeks for India (14 Oct 2026).
- Study permit, applied online in an IRCC account. Fee CAD 150 + biometrics CAD 85 at a VAC (New Delhi, Chandigarh, Jalandhar, Mumbai, etc.) within 30 days of the letter.
- Checklist: LOA, PAL or CAQ (if needed), passport + 2 photos, proof of funds, letter of explanation (recommended), medical exam, police certificate if asked.
- Medical exam: India is on IRCC's list — needed for stays over 6 months. Upfront medical with a panel physician may speed processing. Valid 12 months.
- Processing: IRCC showed 7 weeks for India (data of 14 Oct 2026). An officer may call an interview. Police certificate (PCC from Passport Seva, not a character certificate) only if asked. Translations must be certified (not by family).
- PhD: 2-week processing target if complete and biometrics given within 2 weeks.
- Refusal reasons: no valid LOA, funds, medical, "not a genuine student", not convinced you'll leave. False documents = up to 5-year ban.
- Approval gives a port-of-entry letter; the permit itself is issued at the border.
- Visitors can't switch to a study permit inside Canada. Family can apply at the same time; spouse open work permit only for master's 16+ months / PhD / listed professional degrees; children not eligible for that permit.

Can I work while studying, and what happens on arrival?
You can work 24 hours a week off campus in term, and without limit in scheduled breaks and on campus. On arrival your permit is issued at the border; then get a SIN, a bank account and health cover.
- SIN needed to work: online (~5 business days) or at Service Canada; starts with 9 and expires with the permit.
- Health cover by province: Ontario — not OHIP; UHIP at universities, college plans in fees. Alberta — AHCIP if staying 12+ months. Quebec — proof of insurance for the CAQ. Check the school.
- Work: 24 h/week off campus in term (full-time students only, programme 6+ months), unlimited in scheduled breaks and on campus. Required co-ops at most 50% of the programme, no permit since 1 Apr 2026.
- Stay compliant: enrolled and progressing every semester; no break over 150 days; full-time every semester for the PGWP (final semester may be part-time); at most 50% online.
- Changing school = extend the permit + new PAL (since 22 Jan 2025). Breaking conditions can mean removal and a 6-month bar.
- Minimum wage: Ontario CAD 17.95, BC 18.25, Nova Scotia 17.00, Manitoba 16.40, Saskatchewan 15.70, Alberta 15.00 per hour.
- Travel: keep the visitor visa valid to re-enter. Emergencies 911; crisis line 988.

Can I stay and work in Canada after graduating?
Yes: a master’s gives a 3-year post-graduation work permit (PGWP), applied for within 180 days and only once. Permanent residence through Express Entry then needs 1 year of skilled work in Canada.
- PGWP: master's 3 years; other programmes up to their length (3 years if 2+ years). Fee CAD 255. Apply within 180 days; once only; not extendable.
- PR (Express Entry, CEC): 1 year of skilled work (TEER 0–3) in Canada in the last 3 years; work while a full-time student doesn't count. CRS: Canadian credential 15 points (1–2 years) or up to 30 (3+). No CRS points for job offers since 25 Mar 2025. PR fee CAD 1,590.
- Provinces: Ontario — Masters Graduate stream closed 30 May 2026, only Workforce Priority open. BC — no graduate stream listed (Skilled Worker, Health Authority). Manitoba — Graduate Internship Pathway (master's/PhD + Mitacs internship, no job offer) and Career Employment Pathway. Alberta — Graduate Entrepreneur; Opportunity Stream with a job. Saskatchewan — skilled-worker categories, no student category shown. Nova Scotia — NS Graduate programme, Atlantic Immigration Program. Quebec — PEQ/PSTQ, PEQ status unverified.
- PGWP from abroad: can be applied for from outside Canada within 180 days.
- Citizenship: 1,095 days in 5 years; pre-PR time counts half, up to 365 days.
- Back in India: AIU equivalence online (evaluation.aiu.ac.in).

Common mistakes Indian students make
The costliest mistakes: assuming a PG certificate or diploma needs no PAL, a college course outside the PGWP field list, and IELTS Academic for the PGWP (it needs CELPIP-G, IELTS General Training or PTE Core).
- Assuming a PG certificate/diploma is PAL-free (only public master's/PhD are).
- College course outside the PGWP field list, or at a public-private partnership campus.
- IELTS Academic for the PGWP (needs CELPIP-G, IELTS General Training or PTE Core).
- 3-year degree at a 4-year-only university.
- Showing only CAD 23,448 and forgetting tuition and travel.
- Planning the spouse's job on a 1-year master's.
- Going part-time, long breaks, or switching schools without a new permit and PAL.
- Counting student-job hours or a job offer for Express Entry.
- Paid-for or fake acceptance letters; agents promising visas (paid advice: licensed CICC consultant or lawyer only).
- Old advice: SDS, Ontario Masters Graduate stream, co-op permits, job-offer points — all changed.
